This is a known problem with the 99 Camrys. I was able to get the dealer to replace the rear struts using the V6 struts under warrantee-after squawking a lot. But the front struts are still bad (=too soft). Considering your car is probably out of warrantee, I think you are stuck with doing it on your own. Just don't get the original 4 cylinder struts, they are much too soft. An aftermarket such as Bilstein, KYB or Tokico will work great. If you decide to go this route please post your results.
Aftermarket struts are the same part number for both the 4 and V6 --- its the springs that are different. You could go with the heavier V6 springs. Yes your struts are shot.

You are right, it was the springs, but they were replaced with the struts.
