It has been reported to me that Toyota is considering going to one pricing structure sometime this summer. Will be a program similar to Saturn I am told by a Toyota salesperson.
Anyone else hear any rumblings along these lines?

The Scion is kind of like that. My understanding is that everyone that day has to get the same price. With short supply everyone is probably paying list right now.
No matter what a dealer's pricing policy is there is nothing to stop one from making an offer on a car.

pricing
Toyota does not own or control the dealers, so it is probably not possible. Some Toyota dealers in my area already sell some models (that are not in short supply) at a fixed price, but it is entirely up to the dealer.
Toyota and some other foreign car manufactures (even ones who build most of them in the US) have three tier system.
- Toyota Manufacturing
- Regional Distributors
- Dealers
Toyota does not even own all the Regional Distributors, so they don't have complete control over pricing. The regional distributors were originally set up as importers before Toyota starting making cars in the US. It is a complicated and sometimes messy situation.
A lot of people confuse the dealer with Toyota. They say Toyota told me XYZ. No, the dealer told them XYZ.
For example the southeastern part of the US is stuck dealing with the Southeast Toyota Distributor who is independent of Toyota and often throws overpriced options in the cars before they get to the dealer. SE also installs its own leather seating. On my order I specified factory leather and got it.
