88 Toyota Pickup Check engine light

My check engine light in my pickup has never worked. I never really cared until today because I just found out it is an automatic fail for emmisions testing in CA. I checked the bulb and it works fine. The truck has over 200,000 on the odometer, but only about 30,000 on the rebuilt engine, that I just recently did a head gasket change on. The light does not even work when I try the shorting the terminals in the ECU for diagnostics. Any ideas? I would take it to someone, but my finances are pretty shot at the moment.

That would be pretty easy to check. You need to check the wiring to the bulb. One wire will have power with the key in the run position, make sure it has power. The other wire goes to the ECU, check it for continuity. If everthing checks out OK it would indicate a bad ECU. My bet is that you will find a broken wire.
