My '02 DC makes good cold Air ... perhaps your "AFAIK" is wrong and you need freon.
If it is designed for R134 it should get as cold as an older system designed for, and running on, R12. When I changed to R134 on my '87 4X4 it wasn't as cold as it was operating on R12. All that was done was to flush the system, replace the "O" rings, change the dryer and expansion valve, pull a vacuum and recharge with R134. OTOH, my '99 Tacoma extra is so cold I only run it 50% of the time.

R134 does have a lower heat capacity than R12 but they have tried to make up for it with bigger condensors, evaporators and compressor too. If it is not cooling well you might do a charge/pressure check on it (high and low side)
