i have 33's mounted on the factory rims that originally had 31's on them on my 93 pick-up, my question is that is it normal to have more wear on the outer edges than the inner? i keep them up to psi specs and rotate every 6k.

Not really normal, but they're over sized. Probably due to low pressure. Check your pressure by looking at the tire footprint on level pavement. Water works well to create a footprint. with proper pressure, the outer 1/4 to 1/2 inch of tread should be off the pavement at cool tire temp.
