I have a 93 4runner with the engine light on which shows the oxygen sensor is not working. The car is producing 3 times the limit CC and HCC emission ... does anyone know if the oxygen sensor can cause so much of emission ...

You bet, w/o the O2 sensor feedback, the ECU runs the engine rich, more fuel than air, so you get lots of HC (unburned hydrocarbons) out the tail pipe.
