1970 VW Bug Heater is on all the time

Hi all:

I got a 1970 VW Beetle from my father-in-law recently. The car has been in my wife's family since they bought it in England in 1970. I notice that the heater and fan are on all the time. The lever/knob to fix the problem are broken and I can't figure out a way to stop the HOT air from blowing on my legs from the vents in the floor. What is the quickest way to fix this problem without taking it to a mechanic?

on #27 Heater Hot exhaust gases pass thru the heat exchanger #1. Hose #14 blows fresh air from the fan into the heater and then ducts the hot air into the car.

Valve 7, 8 is controlled by the lever arm #4. The arm has a cable attached to control it from the heater levers by the handbrake. The right hand lever has 2 cables going back to both heaters.

Click on 58 - Heater and Fresh Air Flap Cables to see the arrangement of cables/levers.

Often, the cables get rusted in place or the heat exchanger lever freezes up from rust, making it impossible to turn off the heat.

Get underneath and see what moves/doesn't move.
