Is this rust from my heater channel or floorpan?

I noticed this rust when I was poking around under my car looking for the source of this light draft of cold air coming through my footwells in the front of the car. Is this rust from the heater channel, or just the floor pan underneath it? I was wondering if I could wire brush off all the rust and por 15 it, given that there are no holes in it. Would this be an acceptable fix? Has anyone else had weird air leaks in their heater channels? Any advice would be great.

So far it looks like just your floor pan but my suggestion would be to take an awl and see if there is holes underneath. If not I would at least remove the bolts from both sides of that section so you could por 15 top and bottom, if your not going to replace that flor pan.
