1990 Vanagon Brake issue (revisited)

I posted this back on 4/20 if you want to revisit...

Now I'm having rumbling and vibration issues that can be felt in the front floorboards even at very low speeds (10 mph) and really bad at around 30 mph.

The VW is back at the garage that did the "reverse finish" on the front rotors to see what's what. I asked if they had to remove the bearings to do the rotors and the head mechanic said no. I asked if they may have over torqued them and he said they would have torqued to "factory specs".

Giving they did not do the rotors right in the first place I'm not that confident but they have a wall full of ASE certificates so???

Any ideas?
