Bug, Rear Vent: Where does the rain go??

I am restoring a 1970 Beetle. I noticed rust in the rear luggage tray and in the compartment under the vents behind the back window above the decklid.

I can see that as air moves over the Beetle body that the cool air is going to get sucked into the rear vents and into the engine bay by going through 2 sets of louvered vents. What happens to rain that goes into the rear vent, it seems to sit on top of the 2nd set of vents, right above the engine bay. Because of this sitting water rust has formed and created a hole into the passenter compartment rusting out my luggage tray.

Is the rain suppose to fall through onto the engine, or is it suppose to go to drip either to the left or right and into some secret rain channel?

Is there any documentation on how to fix rust holes in the rear vent cavity? What about putting Zero-Rust to treat future rusting?
