Bypass Screw after a pict 34 rebuild

If you slowly turn in the Volume Control Screw until it bottoms lightly. Then back it out 2-1/2 to 3 turns this gives a starting point.

What is the starting point for the Bypass Screw after a pict 34 rebuild?

That will get it started, then use that screw to adjust the idle to approx. 900RPM. Then you can adjust the volume screw to set the mixture. Readjust the bypass screw again to approx 900RPM and you're done.
