A really simple question, if the screw is turned clockwise does this make the mixture rich or lean?

tightening cuts off air, so it richens and vice-versa
turning it CW LEANS out the idle mixture.

Not knowing the model of carb he has, I can only speak for the general rule of thumb which works with most carbs I have seen (and I have seen plenty): turning teh mixture screw in, will make the mixture LEANER. Because the mixture screw controls flow of MIXTURE that is allowed to pass through. Not air. Mostly gasoline. Open it more, and flow through teh idle mixture passage will increase. Drawing in more... mixture.
