The driver's side wiper on my V70 (2002) stops about two inches before the left edge of the windshield. Can the wiper be adjusted to provide better coverage?

You can move the arm round a little on its spindle (slacken the nut, and re-tighten it after adjustment) but you can't increase the overall travel - so what you gain one end, you'll lose the other end.
If you look closely at the factory glass you will see a white dot near the center of each wiper blade when they are parked. This is the alignment mark for the blade when they are installed. If the arm parks so the the blade rests directly over the dot then the wiper arm travel will be correct.
