98 jetta wipers semi inop

i have a 98 jetta gl and the down position for the wipers does nothing. both speeds up on the the lever work fine. is it the switch? and if so how hard is it to fix?

Down should be the intermittent setting. If that's not working I'd replace the relay for it (it's controlled by a relay). should be a cheap fix.
