Headliner tacks and they look so cool...

I wouldn't even bother with glue. It'll have touble sticking to the old worn out ceiling material. Go to the HW store and buy those black plastic push-in type automotive thumbtacks with the barbed type shafts. You might need to drill pilot holes. It's not pretty but you'll never have that problem again.

Or just the stapler on your desk. Not good looking at all. But at least it works and lasts.
Rip it out and paint the liner backing. Hey, I'm a poor artist...
