I currently dirve an 89 2 door Golf and was wondering what the difference is

For german made model they are identical.
The only difference

Almost right - the hole should be round under the emblem, and is accompanied by a smaller one, like here:
This hole holds the side repeaters (indicators) on european models for countries where side repeaters were mandatory at that time - later all european A2s got side repeaters from the factory. One more thing: From 89 on there is an additional hole at the lower front part to accomodate the bigger support for the big bumper - but you can drill that one in an older fender if needed.
