Dad used to have a dual tank Chevy. Every time you shut the engine off, fuel would transfer from 'one' tank to the 'other'. The 'one' tank being the only one that would feed the engine, and the 'other' being the useless reservoir that kept storing unuseable fuel. The problem turned out to be a chafing power wire to the switching valve for the tanks. Fixed wire, tanks were good. Other options, the valve is bad, your line in/from the 'bad' tank is plugged?

Front tank fuel pump, maybe?
