What constitutes an electrically powered vehicle / duel power ?

May look a stupid question , but after running out of petrol the other day and having to get the 109 up a hill to the petrol station , I had a thought ! .

I run a second battery to run a winch , so have a good source of electrical power , I stuck it in to low and second and droved the 109 up a hill , round a bend and on to the petrol station I even got to change gear ! .

So what's the requirements for a car to be electrically powered vehicle / duel power, and get the reduced car tax rate ?

I suspect replacing starter motors on a daily basis might be a bit of a drag! They don't look made for continuous operation under heavy load.

But you don't have to use the alternative fuel, just have it available !

OK, well throw a pedal bike in the back and tell them it's a dual-fuel bike, currently running on diesel ;-)
