4 wheel Tracking Laser Allignment

Is this just a case of making sure that each front wheel is sat parallel to its corresponding rear wheel?

Is each side lined up independently or somehow linked to the other side?

Its ensuring all four wheels are pointing forward and that the back is in line with the front (front to rear) and not stepped out slightly sideways resulting in crabbing.

It depends. Proper 4 wheel alignment will measure caster, camber and tracking of all wheels including their relationship to one another.
