You're gonna hate me for saying this.. I still have no idea what a Rimblow is. That the one with the thin chrome ring that runs just inside the wheel?
It's just a ribbon switch encased in rubber/vinyl and inserted in the steering wheel. Mavericks also had them.

Ford made some steering wheels in the late 60's/early 70's with the horn button or switch as a pressure sensitive strip along the entire inner diameter of the steering wheel. I think I had this on my '69 Marquis. It was prone to get stuck in the horn blowing mode, but a quick rap on the outer diameter of the steering wheel always shut mine off.

Remove the wheel from the car, clean off all the old tanning with acetone. Let it dry or sit overnight to air out. If the leather is physically abused then I would do some research on the net on fixing it with either very fine buffing compound or some sort of leather treatment depending on how it is abused. Go by some leather dye (it is fairly cheap) and apply the new dye in a heavy coat then wipe off the excess. Let dry overnight then repeat and let dry another day. Finally coat with a good leather sealer or the dye will just become sticky and come off on your hands. Or as an option buy a new wheel on Ebay.
