Leaving Car lights on affecting Daytime Running Light module?

Hello

Does anyone know whether leaving one's car lights on affect the daytime running light module? My mechanic left the lights on after servicing the car and now the daytime running lights do not come on. He says the daytime running light module needs to be replaced and that it is normal "wear and tear". Is this true? Or is his carelessness to blame?
