It isn't needed for doing the brakes --- the manual is over $120! I got mine new off ebay for same year (Vol 1 and Vol 2).
You can purchase online access to the factory service manual at techinfo.toyota.com for $10/day.
If you have worked on Toyota disc brakes before, there is nothing unique about the 4Runner.
