You can shift into second, as soon as the car starts moving, but if you're trying to hit your best 0-60mph time, then take it all the way up to 6K rpm.

Depends upon the torque curve and the gearing.

(that'll "probably" wrap!) for one example. It's certainly not true that you have to rev to the limit in all cases:
