1989 deville no reverse no forward gears. I have checked the filter and linkage could it be an electrical problem? or ?

Transmission uses hydraulic pressure from an internal pump to engage its clutches etc. Sounds like there's no pressure to clamp the clutches. Transmission shop job.

Adding to T.G.'s response, verify the linkage from shift lever to the transmission is intake and there's transmission fluid up to the proper level.
