Yes,,,,, With the pass wheel off, Remove the inner fender bolts all the way up to the last front one or so. Drop it (the inner fender) down and using a 2x4 about 8-12" long or so Use it to hold the inner fender away from the fender. Now you can remove the half dozen screws that hold it in place. It may be stuck, pry it away gently. Reverse the process to finish.
