The AC fan won't work on high. The fan works on the other speeds. Also when the control knob is on vent it partially blows through the vents and on the floor. Is the fan or fan switch bad and can the control knob also be bad?

Possibly the fan and the fan switch are both bad.
The controll knob "could" also be bad.

yes and yes
It most likely has a high speed fan relay. The relay only works on high speed....makes since huh? :) Anyway, the relay is most likely shot, or has cooked wires to/at it.
