Not right now it wouldn't. The world consumption of gasoline is increasing, and that demand will be met. You can bet on it. It will be met at a price that is palatable for whomever fronts the capital. In the states, though, there might not be any more refineries. Certainly none are planned that I have heard of.
When it comes to a highly profitable business, there are a lot of really crazy beliefs expressed by ordinary folks and even the media. When businesses make money as a result of high demand, ignorant people will say and believe that they don't "want to" expand and make more money. That's not how business works in the U.S., because the government does not allow price fixing. Everybody has to run their business to try to make the most money possible. You all believe that, right? As a result, when the profit you make goes waaaaaay above the cost of capital on new plants, you're going to want a new plant. But likely, in the U.S. you can't have one. After they started allowing public comments and lawsuits on environmental permits, that pretty much ended them.
