Driving rural roads late at night has shown me that the high beams on my cirrus are pretty pathetic -- get better vision using the regular beams and the fog lamps. Can the high beams be upgraded to something a bit more useful?

Not really, no. The best bulbs you can get for these headlamps are the Sylvania Xtravisions, in the pink package. Canadian Tire has them. Do not buy any kind of blue, "silver", "hyperwhite", "Xenon" or other so-called "performance" bulb, and do not attempt to use overwattage bulbs.
Chrysler still has not figured out that their customers actually like to see at night. If you need better high beam seeing, you're going to need to add a set of thoughtfully-selected driving lamps.

I have a 99 Cirrus and having followed Daniel's advice installed the 9007 headlight and 9006 fog light Sylvania Xtravisions. They were a marginal improvement over stock and worth the investment, since any improvement is better than none at all. They also last, unlike the garbage blue stuff and high wattage bulbs that smoke your wiring harnesses and burn out prematurely.
