What cold the problem be?

Hi everyone, I`ve got a 1994 Citroen ZX, 1.9D Pzazz. When turning the steering wheel, occasionally it seems to get caught and become difficult to turn for a fraction of a second (at low speed), and there is a grating noise coming from the left front wheel.



Any ideas what it might be, how difficult it might be to fix, and how much you`d be looking at in a garage?

sometimes some difficulty turning the steering wheel can be caused by the power steering belt not being tight or a lack of power steering fliud , not sure if that would cause the noise , but it wouldmost certainly only happen at low engine speed
