Outside air temperature stuck at 47 degrees fahrenheit

1999 Explorer XLT. My outside air temperature gauge (overhead console) was working fine but now it is stuck on 47 degrees fahrenheit (8 celsius). I've read many other posts about the location of the sensor, etc. but I don't think it could be an open circuit or a short since the posts indicate that the temperature reading would be much higher. I've located the sensor (I think!) and wondering whether I should replace it. Anyone have any suggestions or what the Ford part number is for a new sensor? TIA for answers.

It is located on the front of the radiator near the bottom. About $100 for the part. Easy self-repair. It plugs in.
