Are the fuel ratings 15 mpg combined?

Rating were recently revised downward for all vehicles.
For a 2002 Explorer

), the new combined rating is 15 mpg. Under the prior scheme it was 17 mpg. You need to be sure you are comparing new ratings to new ratings, or old rating to old ratings. Ed
