95 ranger wiring?

I was wondering what the wire harness (plug) next to the hood release is for on my 95 ranger?

Also, I bought this truck used. It is an XLT model but with no A/C. Anyone heard of that before?

My 1993 XLT has no air. Back then, the XLT package was an appearance package, and had no functionality changes.
