Ranger 2.3L OHC torque lack

Hello.

This lightweight 5-speed manual-shift 2001 basic model 2WD truck is agile on primitive mountain roads and gets 22-26 mpg. But on the highway it is an absolute drag on steep grades, and I sometimes need to go all the way down to 3rd gear to maintain 65 mph. Wonder if there's some way to improve the situation without killing smog compliance and gas mileage...
