My 96 XJ will not start. The battery and starter are strong. There is no fuel at the rail and no spark at the plugs. I am unable to hear the fuel pump with the key on. I replaced the fuel pump but still no hum. It was running great prior to this.
Any advise is appreciated.

When mine did that, I had a rotted ground strap from the engine head to the firewall so the body lost it's ground.

Does the check engine light come on when the key is turned to run (not start)? If it does not then my guess would be your computer needs to be checked. When my '95 YJ acted like you describe, it ended up bieng the computer. I was not convinced at first and spent about a month checking and rechecking voltages and grounds to the computer but in the end it was bad and had to be replaced.

Since my intial post I have discoverd that the check engine light was not coming on. I rented a scanner and it indicated that they system passed with no codes. Now the check engine light comes on as it should and with the key on I now hear the fuel pump and and have presssure at the rail. The distributor is turning. However there is no spark and there is no voltage detected going into the coil.

Sounds like you found the problem. When the CPS goes bad, nothing works.
Check the lines to make sure there isn't a pinch and check the connector for cracks/salt/etc. The CPS is very sensitive and for some reason doesn't always set a code even if it's gone.
My experience with that doodad.
There you go. They are a pain to change. Two people come in handy, one to hold the socket with a universal joint on the bolts and the other at the end of 5 or 6 extensions down under to turn it.

Glad to hear you found the problem.
I replaced the crank positioning sensor and she fired right up. Pulling and installing the new sensor was a bit of a hassle. I dropped the front drive shaft and raised the front end ( I"m glad I don't have fat hands). Thanks to all who reponded.
In retospect, I wished I had considered the sensor first. It does control, at least on my model, the fuel pump as will as the ignition circuit. With no pressure at the rail I replaced the fuel pump first which now I know was a mistake.

Yep. Jacking the front end up gives you some needed room. Bet your going to feel the contortion in a day or so. I call it Joga.
It's not a mistake, it's a "learing experience". :) Now you know how to replace a fuel pump and you have a spare.
Besides, the money you save on doing that job more than pays for new tools.
