Within limits. There have been calls for UDP (Usenet Death Penalty) for certain abusive hosts. Basically that's where news admins drop that path from the feeds they accept.
There has also been the occasional posting barrage through their service into local news groups. Just to prove the point that abuse isn't as funny when it's happening to them.

Moderated groups have to be set up that way from the start. Retro moderation is not generally acceptable.
The other thing to remember is that with a moderated group, somebody or some group of bodies has to act as moderator and accept the posts.
I have enough hobbies without playing net-nanny to a newsfroup. :)
