i've got a 94 yj 4.0 high output, and noticed a crack in the header where the 2 pipes join to go towards header. who has suggestions on the best performance, longest lasting, most durable, and reasonable cost (under $150)

As for under 150$ Rota ruck. You might get someone to reweld it, but don't expect the weld to last very long.
