It is called a hunting rig and they mention Quail. If you were to hunt grassland or river bottoms that perch might be handy. I used to prefer to walk when I hunted though. I even believe shooting from a motor vehicle is illegal in most places up here in Canada.

The first time I hunted in Texas we drove out into the middle of this large several hundred acre field. Got out the lawn chairs, beer, and sodas and waited until dawn. Then a herd of about 50 deer came up over the next hill and we got our limit. My first and last Texas hunt yes they are strainge ducks.
