My 86 CJ7 is registered as a utility vehicle and as such doesn't need a cat.

AFAIK all American cast iron heads for Unleaded have induction-hardened, rather than insert, seats. If you are going to rebuild any cast iron head or valve-in-block engine you would be stupid not to put in an insert, rather than rely on the induction hardening,which is very thin.
All engines with aluminum heads have inserts and they are usually tough enough for unleaded gas or propane. All common ones are.
I'm personally glad the lead's gone. You still can get it on the q.t.-100LL avgas contains ten times automotive amounts, add a quart per tank-but that's going away too.
OMG! I would have to move. I can't imagine having to deal with a state government like that...I'm amazed that CA is a part of the US.
Yet another reason why I would never want to live there...
