Excuse the ignorance but when it tals about 16" alloys what does the 16" represent?

That's the diameter of the wheel rim, without the tyre on it. You do, of course, have to fit a 16" tyre to it...

Have a look at some/all of the following. The 'rim diameter' is the dimension that you are describing.

And we should clarify it's measured in real inches not man inches :0)
