Hi Had new brake pads on 4 wheels recently and my front tires are worn and will need replacement at $200 each ouch, back are new . Should I rotate them because Car doesnt seem as good tracking and everything seems rougher and tires are wearing differently.

I'd fit new ones on the front from choice as they do your steering and a lot of the braking.
I tend to like, on 4x4s, replacing tyres as a set of 4 - this is a financial bummer when it happens, of course. I don't really like running worn-down ones one end and new ones the other end. It's been my experience of discos that provided you get the pressures right (I run about 36psi all round on standard-size tyres but I don't often carry heavy weights) the 4 tyres wear sufficiently similar that you don't have to rotate 'em.

Absolutely.
We tow and carry reasonable loads, and the family, every weekend(ish) and run higher pressures, 42 psi on 31 x 10.5 BFG AT's and don't have a problem with wear at either end. Indeed they wear so well we'll fit four again when they do go ... ;)
