If you can start it with 'startezy' spray and it'll run ok then the fuel is ok (ok enough to run, it may have petrol in).
check your glowplugs by disconnecting the wire from each in turn and checking electrical resistance between the plugs terminal and the engine block, there will be no continuity from a blown plug.
it's unlikely that all the plugs have blown together as they are usually wired in paralell. turn your interior light on and then try to activate the glow plugs, the light should dim very noticably as the glow plugs draw huge current, if this does not happen there is a problem in the wiring to the glow plugs.
Some folks may have more specific answers if you can supply the vehicle type, engine, year.
