No they don't, not if you have more than =A350 to transfer.
Not in my book, as a seller I far prefer to be paid in a few hours and not have to arse about taking a cheque to the bank for which I only get a 3 hour window each week!. So for example if I put a listing on at the weekend I get a cheque at the beginning of the week, have to wait til friday to bank it, than another week to clear it, so the whole thing drags on for a fortnight longer than it has to, I've got better things to do than keep track of all this for half a dozen auctions.
What amazes me is that people expect ebay/paypal to provide their services for free, or at least not for profit, what planet these people live on is a mystery!. Paypal takes credit card payments on my behalf for which it presumably has to pay at least 2.5% for the card companies cut, it takes about the same cut so I pay about 5%, quite why this is so unreasonable is beyond me!. Ebay takes about 5% on small items for providing by far the best market for my items I could imagine, show me a way I can advertise to hundreds of thousands of people around the country for 7 days for that price?.
