Sounds like the switch in the radiator or thermostat housing is stuck on. Shouldn't cost more than a few quid and if you're quick you don't lose much coolant.

On these cars the cooling fan is controlled by a thermo switch on the thermostat housing, then through a relay. Check these. On later ~95 on the fan is under direct ECU control.
