Do they test for some blanket figure that any car should not exceed or do they refer to makers declared figs and fail if they exceed that??

Blanket figure based on year of car.

for a BET test, if it fails then they retest for the exact vehicle

basically yes, it may be, but only a little bit, so if a car is borderline bet it may get through on its exact test.
