He really ought to have know better :) Unless for some reason, he needed pure ethanol and not denatured (the only reason I can think of for any quibble - I'm not 100% on the edge cases of the law here).

However, your antifreeze screenwash does not need pure ethanol :)

It would not surprise me that he needed pure ethanol - and this was some years ago - perhaps 1986 ... so the regulations may have changed.
