if the engine runs then the timing is correct. this system varies its own timing as it wants.

the timing is out, and it can be manualy adjusted. i have the information on how to do it, i am just not sure where the marks are.

If you "know" the timing is out, then that implies you have checked it so know where the marks are ?
In the UK the Sierra 1.8 CVH used the ESC hybrid system. This has no provision for direct adjustment, the only adjustment possible is a slight retardation for use with poor quality petrol also a slight idle increase is available. If you want to see what the timing is actually firing at (which will be irrelevant since the timing varies itself as it feels it needs to in order to maintain smooth running idle speed, then whizz the front top cover off, turn the engine till the cam timing mark is lined up, this is TDC, make a suitable pair of marks on the front pulley and use those with a timing light. IIRC there is also a TDC mark on the flywheel which can be seen through a hole in the gearbox bell housing. However, I repeat that for the uk there is no provision for manual checking or adjustment. If the engine is in good order and correctly put together (especially cam timing) then the timing will be correct.
