Does installing the Randalll cowl intake duct require relocating the factory cruise control unit?

Not on an NA. You have to punch a hole in the firewall and nudge some hydraulic tubing out of the way. On my '94, a Randall, cruise, and an FM STB coexist quite happily.
The NB is a different story.
