It's next to impossible to compare city mileage between different users due to the great difference in city driving conditions and differences in drivers. Best to just compare what your own cars have done on your similar driving conditions over the years. Highway mileage at specified speeds is more comparable.
I drive an '06 Mazda3 GT 5-sp., and I average a consistent 24.8 in everyday driving in and around Minneapolis.
