Low voltage on fuel pump

I have a 90-mustang who's fuel pump that is not working. I dropped the tank and checked the voltage coming into the pump and found only 6.5 VDC (I understand it should be 12VDC). My problem is I can seem to track down where I’m loosing the voltage. I’m trying to locate the fuel replay and currently looking under the driver’s seat. Any help will be appreciated.

Don't forget to check the inertia switch on the rear wall of the trunk in front of the driverside tail light. There is a hole about 1 inch in diameter to stick a finger in to reset it by pressing the little white button. Pump won't work if this switch trips. They sometimes trip if they get bumped hard by something in the trunk. Good luck.

The fuel pump relay will be in one of two places, if not under the drivers side seat it will be located in front the passenger side strut tower in the engine compartment. I would check voltage at this point.

The fuel pump has its own negative power return to the battery. It's that second small black wire that comes off of the negative post off the battery and then fastens to the fender about 10 inches away before disappearing into the wiring harness. Make sure that connection is good, often times this connection gets overlooked when replacing the cables or the battery.
