Depending on your location and the condition of the car, this is a decent price.
Do a check on a service like autotrader.com for prices on local Cobras (you'll have to weed through the vast number of GTs and V6s to do so). KBB or a similar blue book service can offer what a decent value would be, but in the case of Cobras or even GTs to an extent, their price may be way off the local selling price.
If the car in question is in good mechanical and physical condition (nice paint, runs good, no noteable problems), and is under, ehh, I'd say 70K miles, this is quite a deal. I got my '97 in 2002 for $17K from a dealer and it had 24k on the clock. This was representative of other local Cobra sales.

to see what similar cars are going for. Cars seem to sell for quite a bit less on that site, so it might not be what you want to see. The used car market is very soft right now, especially for 96-98 Cobras. Cars that were selling for 16k last year won't sell for 11k right now in the same condition.
